Cohere expects its Canadian investment plan to deliver more than C$4 billion in research and development and AI infrastructure spending, and create more than 1,500 Canada-based jobs by 2031. The multi-year effort began in 2024, and the company says it is already underway. These figures are projections, not a report of money spent or jobs already created.

At least 1,000 of the expected roles would be in technical fields such as AI research, engineering, product development, infrastructure and deployment. Cohere also plans to offer more than 250 paid student roles by 2029, giving students work experience in AI. The company says the investment will span multiple provinces, but it did not list locations or a year-by-year hiring schedule.

What is included in the plan?

The commitments cover research, computing infrastructure, hiring and partnerships with universities and research institutes. Cohere recently announced collaborations with the University of Toronto and the University of Waterloo, and says the work builds on existing relationships with Amii, Vector and Mila.

The University of Toronto partnership is a multi-year initiative focused on responsible AI adoption. At Waterloo, Cohere is working with the Future of Work Institute on specialized certificates and co-op programs to prepare students for AI-related roles. The company also points to a C$309 million GPU cloud partnership with Bell AI Fabric, which it says will let its models run on Canadian infrastructure.

Why Cohere says Canada needs more investment

Cohere says Canada has strong AI research and talent but needs more ways to turn that work into products, companies and jobs at home. The company links its plan to Canada’s national AI strategy, which aims to increase GDP by 3% and create up to 250,000 AI-related jobs by 2031.

The company also cites a 2025 figure: 12% of Canadian businesses reported using AI to produce goods or deliver services. It says its investment is intended to help more organizations move from trials to production use. Whether the spending and hiring targets are met, and how much they change AI adoption across Canadian businesses, remains to be seen.

Why it matters

For Canadian students and technology workers, the plan could mean more paid AI work and technical jobs based in Canada, if Cohere meets its targets. The company has not provided a hiring timetable or shown how much the investment will increase AI use across Canadian businesses.
